Chad calm after France threatens to intervene to protect gov't; CIA admits to using waterboarding in 3 interrogations; 24 states vote in primaries...

5 February :: Quiet in Chad capital N'Djamena, after France announces it will intervene to protect Déby gov't, rebels pull back; at least one Darfur rebel group also said it would fight to protect Déby's gov't, as it considers Déby an ally in its fight against the Sudan regime of Omar al-Bashir... CIA Director Michael Hayden told Congress today that his agency had used "waterboarding" in interrogations with 3 different suspects, but that the technique had not been used for 5 years; the simulated drowning technique is illegal according to several US military codes, and Congress is working to pass an outright ban; Reuters reports "Sen. Dick Durbin, an Illinois Democrat and judiciary committee member, demanded that Attorney General Michael Mukasey investigate the CIA waterboarding and vowed to delay the nomination for Mukasey's deputy until the attorney general responds to that and other issues"; Justice is already investigating the destruction of evidence related to these interrogations, and investigators have authority to look into related criminal activity... 24 states to hold primaries, caucuses, in the largest single day of presidential primary voting in US history; Democrats expected to draw comparable numbers of convention delegates, while GOP looks to have clear frontrunner after Super Tuesday voting... US Congress to question Defense Dept. officials on war costs, demand more thorough, precise cost projections, as Democrat-controlled Congress organizes attack on Bush's $3.1 trillion spending plan; Defense Secretary Gates says the $515 billion Pentagon request is well thought out, what is needed to keep America safe, while many in both parties in Congress remain skeptical that money is being well spent in Iraq conflict... US Navy lawyer defending Canadian accused of aiding al-Qaeda says then 15-year old client was "a victim of al Qaeda, not a member of al Qaeda", that international law treats all child soldiers as involuntary victims of war, while prosecution argued that the legislation governing the Guantánamo special tribunals does not distinguish between adult and child soldiers, that Congress would have made the distinction, because it knew Khadr could face charges; there is no ruling as yet on the request... Mother of pop star Britney Spears has filed injunction against her daughter's manager, saying he drugged her daughter in effort to take control of her life, assets; Lynne Spears said in sworn statement that Lutfi stole her daughter's phone chargers, slipped drugs into her food, yelled and dominated her, and tried to cut contact from outside influences, and described the following scene: "She cleaned the house. CIA admits it destroyed videotapes that could have served as evidence; package bomb kills one in Paris; US voters 'angry' at political system...

7 December :: CIA has admitted it destroyed video tapes documenting interrogations critics have labeled torture; Senate judiciary committee chair Patrick Leahy (D-VT) said the destruction of the tapes, potential evidence, was "hidden away from accountability", while ACLU National Security Project director told press "The destruction of these tapes suggests an utter disregard for the rule of law"; last month federal prosecutors revealed that the CIA had provided false information about the tapes in the trial of 9/11 suspect Zacarias Moussaoui, who pleaded guilty and will spend life in prison... Package bomb explodes after being delivered to law-firm in central Paris, killing secretary who opened the package, wounding one other seriously; building also houses firm where current Pres. Nicolas Sarkozy was formerly a practicing partner, and where he still holds a 34% stake; police cordoned off the area and traffic was stopped throughout the area... Zogby reporting that "Four of five Democrats and two–thirds of Republicans say they are angry at the U.S. political system", according to a recent political opinion survey...

27 November :: 40 nations to gather at Annapolis summit for Mideast peace negotiations; Israel, Palestinian leaders express hope for progress on comprehensive peace deal, while Hamas leader, ex-Palestinian PM, Haniyeh, says the Palestinian people will not be bound by what his rival Abbas agrees to... French pres. Nicolas Sarkozy has urged calm as riots spread through Paris suburb Villiers-le-Bel in wake of hit and run death allegedly involving police; residents allege the police involved fled on foot after being unable to start their car, damaged by the accident, opposition leader François Hollande, condemning the violence, said it sprung from a "social and political crisis" the gov't was unable to handle; similarity to situation that sparked 2005 riots across France leads some to fear more violence will ensue... Baduel under attack for break with Venezuelan president, as Chávez supporters label him 'traitor'; Baduel, who helped restore Chávez to power after failed 2002 coup, has said he disagrees with plans to change constitution to allow indefinite presidential term; IHT reports such critique "considered especially dangerous not only because he was a close ally, but also because he is said to command respect within the powerful armed forces", Baduel could mount viable opposition to Chávez, though general denies this, says he's just expressing his opinion... Ahmadinejad; Iran gov't says there is no rift among leadership, diplomats, Larijani will attend meeting with UN representatives to ease transition to new negotiator's team... At least 9 casualties reported in PKK raid on Turkish forces near Iraqi border; BBC reports deaths have spurred popular support for military incursions into Iraq to hunt Kurdish rebels; Iraq gov't says Turkish incursions would violate int'l law; observers fear Turkish cross-border raids would further destabilize Iraq... 19 October :: US att. gen. nominee Mukasey has told Senate panel he believes so-called 'unlawful combatants' are not entitled to Geneva Conventions protections, a view contravened by existing law and jurisprudence; US Supreme Court has already ruled the Conventions govern US treatment of prisoners, not which prisoners enjoy protections; HRW reports "In Hamdan v. Rumsfeld, the US Supreme Court held that the humane treatment obligations of Common Article 3 apply to 'enemy combatants' in United States custody. The Bush administration has since responded by issuing an executive order requiring the CIA to comply with Common Article 3 in its interrogation of detainees"; 'waterboarding' specifically has not only been prosecuted by the US military for over 100 years as illegal, but the Judge Advocates General of the Army, Navy, Air Force and Marines agreed in August 2006 it violates US law; Mukasey did, however, testify that "It is not constitutional for the United States to engage in torture in any form, be it waterboarding or anything else" and that "It's barred by the Fifth, the Fourteenth, and the Eighth Amendments"... NY Times 'The Caucus' blog reports Hillary Clinton's foreign policy would "Use both hard power and soft power; talk to your enemies and strengthen alliances with your friends; deal with systemic destabilizing issues such as poverty and disease; elevate pragmatism over ideology; use international institutions such as the United Nations as tools for progress; make the military a part of comprehensive solutions, not as the solution itself; and encourage the spread of “our values” and the rule of law"; she had said in previous debates she would hesitate to engage in direct talks with hostile states... Intense ice-melt across Canadian Arctic has split Ayles Ice Island —iceberg the size of Manhattan— in half, with one section traveling up to 98km in one week; record ice-melt has startled climatologists, Coast Guard... 22 September :: Al-Qaeda has announced its intention to recapture the medieval caliphate of Al-Andalus, which covered much of modern Spain; alleged 2nd in command al-Zawahiri says retaking Maghreb and Al-Andalus is an 'obligation', will begin with assault on Spanish, French interests in north Africa, threatening to kidnap westerners working or living in areas where it operates... Two French nationals, one Italian and six Algerians, injured in suicide attack, terrorist group calling itself Al-Qaida pour le Maghreb islamique (AQMI) —or Al-Qaeda for an Islamic Maghreb— claimed responsibility for "first strike" against western Interests in the territory of the medieval western caliphate; AQMI is reportedly operating in Tunisia, Morocco and Mauritania as well... 10,000 protesters march in Jena, Louisiana, to call for release of Mychal Bell, whose conviction on charges of aggravated battery, conspiracy, was thrown out by appeals court, demand justice for African-American students accused of attempted murder for beating student who allegedly participated in racial threats, which included nooses hanging from oak tree; DA Walters said of the nooses strung up "I cannot overemphasize what a villainous act that was. 18 September :: North Korea's gov't says rumors it provided nuclear assistance to Syria are "conspiracy" designed to prevent its normalizing relations with the US... Russia, China have raised "alarm" over comments by French foreign minister Bernard Kouchner that the nation should prepare for war with Iran; Reuters reports "Kouchner sought, however, to play down his weekend remarks, saying they were meant as a 'message of peace'"... Israel's PM Olmert has said he respects Syrian pres. Bashar al-Assad and does not rule out dialogue with Damascus; Syria accuses Israel aircraft of firing on its territory earlier this month; alleged intel leaked to press suggests Israel may seek to defend actions claiming target was facility where Syria was working on nuclear technology obtained from North Korea; Syria, N. Korea deny allegations...
